Windows 1.03 (ICL OEM, 1.03.09) is one of a few versions of the ICL OEM release of Windows 1.03. This build, along with 1.03.08 and 1.03.10, are mentioned on BetaWiki's Multitasking MS-DOS 4.0 build list as being included with some ICL releases.
According to the list, this one is included with ICL's Multitasking MS-DOS 4.00.08.
